Notes on the Shackleton Project
I don't want to put these notes in project documents, because
they represent my personal opinions, and supporters of the project
may not agree.
1. The Shackleton Project can play the role of a spearhead of the
resurgence of belief in technological progress and in hard won
achievement as an American ideology. It will oppose human
expansion into space to the small planet ideology and the "man
is a disease" ideology.
2. We should not be afraid of any useful technology. If it looks
like a nuclear power source would be useful on the moon we should
try to get it. Indeed, if someone were to rhetorically ask whether
our approval would extend to nuclear explosions, the reply should
be, "Oh, do you see a way of using them to aid the project? What
is it?"
There are two approaches to getting money:
1. Announce the project to the public as soon as we can get enough
respected people to say that they believe the project is not crazy
and has a reasonable chance of success. We go after large donations
from individuals and foundations. We look abroad for donations
also, i.e. from Japan, Taiwan and Arab countries. We ask for U.S.
Government co-operation in the form of Shuttle rental and sale of
surplus equipment and use of Government facilities. We go easy
on requesting direct Government aid until we have raised more than
$100 million of other money. We don't start selling coverage to
the media until relatively late.
2. We raise $10 million in donations before even going public. We
then push for Government aid including donation of the Shuttle
launches. From the beginning we sell shows to the media.
My own opinion is that the second approach will fail. It will be
seen as too hokey. The Government will take the attitude that if
they are to pay for it, they should run it and decide whether to
do it. It will be seen as another, "Why doesn't NASA do X?".
It will also be seen as a media event, and media other than the
ones to whom it is sold will run it down.
